HSN 7222 40 20 (stainless steel angles, shapes and sections of below 80 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16651:2017 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of the Steel and Steel Products Quality Control Order, 2024 notified vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is assuming that IS 16651:2017 — titled for high-strength deformed stainless steel bars and wires for concrete reinforcement — does not extend to angles, shapes and sections under HSN 7222 40 20. The Steel and Steel Products QCO 2024 maps IS 16651:2017 to this tariff item by Schedule 1 entry; the product descriptor in the IS title does not limit QCO applicability, and customs will detain consignments where the importer has sought an alternative IS or no certification on that assumption. Additionally, note that S.O. 5134(E) dated 20-11-2025 deferred enforcement of certain serial-number entries in Schedule 1 for three years — verify whether IS 16651 falls within those deferred entries before the shipping date.
