Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS CM/L-licensed manufacturer. Each piece of stainless steel section must bear the standard mark under the BIS licence; sub-standard material must be disposed of as scrap per Section 17(1)(b) of the BIS Act, 2016.

  3. 3
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days from issue; the registration must remain within validity on the date of arrival.
    DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy condition 5 of Chapter 72
  4. 4
Apply on the TCQCO portal for each consignment imported without a BIS licence or certification, and seek clarification before clearance. Ensure compliance with CBIC Instruction 16/2025-CUS and CBIC Instruction 23/2025-CUS regarding mandatory SIMS registration mapped to the applicable Indian Standard under the QCO.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the consignment is a re-import for packaging only, or an SEZ-to-DTA movement without value addition, document the SIMS exemption basis; the BIS QCO obligation is not waived by either SIMS carve-out.

A word of counsel

The most consequential error on this tariff line is failing to verify whether the specific IS serial number governing stainless steel angles, shapes and sections of 80 mm and above falls within the deferred enforcement list under S.O. 5134(E) dated 20-11-2025, which suspends operative enforcement for 150 specified serial numbers in Schedule 1 for three years from gazette publication. An importer who applies the QCO enforcement date of 29 August 2024 without cross-checking against S.O. 5134(E) may either over-comply at cost, or — if the IS number is not in the deferred list — proceed without a CM/L licence and face detention, monetary penalty, and criminal liability under Section 17 of the BIS Act, 2016.

Frequently asked
Does HSN 7222 40 10 require BIS certification?
Yes. Stainless steel angles, shapes and sections of 80 mm thickness or above are subject to the ISI Mark Scheme under the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)); import requires a CM/L-licensed manufacturer with effect from 29 August 2024, subject to the deferred-enforcement list in S.O. 5134(E).
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade under policy condition 5 of Chapter 72 and is independent of the BIS QCO obligation; fee ₹500, registration valid for 75 days, apply no earlier than 60 days before arrival.
Does the deferred enforcement under S.O. 5134(E) affect this tariff line?
Possibly. S.O. 5134(E) dated 20-11-2025 suspends operative enforcement of 150 specified IS serial numbers in Schedule 1 for three years from gazette publication. Whether this HSN's mapped Indian Standard is among the deferred entries must be verified against Schedule 1 of S.O. 3716(E) cross-referenced with S.O. 5134(E).
Is there a TCQCO portal obligation in addition to SIMS and BIS CM/L?
Yes, for consignments imported without a BIS licence. Importers must apply on the TCQCO portal for each such consignment per the Ministry of Steel Circular dated 20-10-2023, as clarified by CBIC under F.No. 401/88/2023-CUS.III dated 09-11-2023.
