The most consequential oversight on this tariff line is assuming that the blanket deferral notifications under S.O. 5134(E) have suspended the IS obligation for nickel-chromium austenitic bars. S.O. 5134(E) dated 20-11-2025 defers enforcement only for the specific Schedule 1 serial numbers enumerated therein; importers must map this HSN to the precise serial number in Schedule 1 of S.O. 3716(E) and confirm whether that entry is among the deferred items before concluding that no CM/L or test certificate is required. Importing without that mapping exercise — and without a current BIS CM/L — risks detention, ground rent, and disposal as scrap under Section 17 of the BIS Act, 2016.
