Cold-formed or cold-finished chromium-type stainless steel bars and rods
HSN 7222 20 91 (chromium-type stainless steel bars and rods, not further worked than cold-formed or cold-finished) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 814:2004 and IS 6419:1996 is mandatory under the ISI Mark Scheme with effect from 18 January 2024, pursuant to the Welding Rods and Electrodes Quality Control Order, 2023. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is assuming that SIMS registration satisfies the full import-compliance obligation. The statutory enforcement hook is the ISI mark under a current CM/L licence against IS 814:2004 or IS 6419:1996; sub-standard or unmarked product that does not conform to the specified standard must be disposed of as scrap under clause (b) of sub-section (1) of Section 17 of the BIS Act, 2016 — re-export is not automatically available. Importers also frequently overlook the TCQCO portal clarification requirement for consignments lacking BIS certification, which customs treats as a precondition to clearance, not a post-arrival formality.
