- 4For any consignment imported without BIS licence or certification, apply for and obtain a clarification on the TCQCO portal per Ministry of Steel circular dated 20-10-2023, and ensure compliance with Central Board of Indirect Taxes and Customs clarification F.No. 401/88/2023-Cus.III dated 09-11-2023. - 5Verify whether the specific serial number for this product's Indian Standard in Schedule 1 of the QCO is among those whose enforcement has been suspended under S.O. 5134(E). Serial numbers listed in S.O. 5134(E) have enforcement suspended for either 1 or 3 years from 20 November 2025; confirm the current operative status before shipment.S.O. 5134(E) dated 20-11-2025 · CBIC Instructions 16/2025-CUS dated 18-06-2025 and 23/2025-CUS dated 15-07-2025
The most common error on this tariff line is overlooking the suspension schedule under S.O. 5134(E): enforcement of specific serial-number entries in Schedule 1 has been frozen for 1 or 3 years from 20 November 2025, but this suspension is entry-specific and does not blanket the entire chromium-type bar and rod category. An importer who assumes the suspension covers their product without confirming the operative serial number faces consignment detention under a QCO entry that remains fully in force, with no remedy short of re-export or disposal as scrap under Section 17 of the BIS Act, 2016.
