The statutory trigger for consignment detention is the absence of a valid CM/L licence and ISI-marked test certificate under the Steel and Steel Products Quality Control Order, 2024; SIMS is only a customs-clearance overlay. Note also that S.O. 5134(E) dated 20-11-2025 suspended enforcement of certain serial-number entries in Schedule 1 for three years — verify whether the specific IS mapped to HSN 7221 00 11 is among the suspended entries before treating the QCO as fully operative.
