Nickel chromium austenitic type
Nickel chromium austenitic stainless steel flat-rolled products, narrow width
HSN 7220 11 22 (nickel chromium austenitic type flat-rolled stainless steel, width less than 600 mm, thickness 4.75 mm or more) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024 vide S.O. 3716(E); however, a Ministry of Steel order dated 20-11-2025 grants exemption from mandatory adherence to all three standards until 31 March 2026. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify whether the MoS exemption order dated 20-11-2025 (F.No. S-20011/15/2024-Tech-Part-1) applies to the specific consignment. The exemption from mandatory adherence to IS 6911, IS 5522, and IS 15997 runs until 31 March 2026; importers must still check TCQCO portal requirements for uncertified material.MoS order dated 20-11-2025 · F.No. S-20011/15/2024-Tech-Part-1 · Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 2Where a BIS CM/L licence is required (i.e., the exemption does not apply or has lapsed), source only from a manufacturer holding a current CM/L licence against IS 6911, IS 5522, or IS 15997 as applicable. Verify the CM/L number, licensed product scope, grade range, and facility address on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3For consignments imported without BIS licence or certification, apply on the TCQCO portal for each consignment as mandated. Ensure compliance with the CBIC clarification at F.No. 401/88/2023-Cus.III dated 09-11-2023 on the MoS circular dated 20-10-2023.MoS circular dated 20-10-2023 · F.No. S-20011/14/2021-Tech · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. - 5Ensure compliance with CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025 regarding the applicable Indian Standard of the steel input material and mandatory SIMS portal registration. The most consequential oversight on this tariff line is treating the MoS exemption dated 20-11-2025 as a permanent relaxation of the BIS QCO obligation. The exemption from mandatory adherence to IS 6911, IS 5522, and IS 15997 expires on 31 March 2026; consignments arriving on or after that date without a valid CM/L licence against the applicable standard face detention and potential confiscation under Section 17 of the BIS Act, 2016. Additionally, the TCQCO portal filing obligation for unlicensed material applies throughout the exemption window and must not be overlooked.
