Flat-rolled stainless steel sheet, plate and strip (wide, other grades)
HSN 7219 90 90 (flat-rolled stainless steel products of width 600 mm or more, other grades) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme; enforcement is effective 31 March 2026, with a Ministry of Steel exemption for these three standards operative until that date. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911, IS 5522, or IS 15997 as applicable to the specific grade being imported. Verify the CM/L number, licensed product scope, grade, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer, and that the product itself bears the ISI mark under the CM/L licence. The marking must appear on the product, not packaging alone.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
- 3Until 31 March 2026, consignments of stainless steel flat products covered by IS 6911, IS 5522, and IS 15997 are subject to the Ministry of Steel exemption from mandatory BIS licence adherence. Document the exemption basis against the Ministry of Steel order dated 20-11-2025 on each bill of entry.Ministry of Steel order dated 20-11-2025 · F.No. S-20011/15/2024-Tech-Part-1 · S.O. 5134(E) dated 20-11-2025
- 4Register the consignment on the Steel Import Monitoring System portal, no earlier than 60 days before the expected date of arrival, paying a registration fee of ₹500. The automatic registration number is valid for 75 days; it must remain valid on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy condition no. 5 of Chapter 72
- 5For any consignment imported without BIS licence or certification, apply on the TCQCO portal for each consignment and seek clarification as mandated. Comply with CBIC instructions 16/2025-CUS and 23/2025-CUS on mandatory Indian Standard mapping against SIMS registration for QCO-notified steel products.Ministry of Steel circular dated 20-10-2023 · F.No. S-20011/14/2021-Tech · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025 · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023
The single most common error on this tariff line is treating the Ministry of Steel exemption for IS 6911, IS 5522, and IS 15997 as an indefinite waiver rather than a fixed transitional window expiring 31 March 2026. Importers who do not begin BIS CM/L pre-qualification with their suppliers before this deadline face consignment detention on arrival from 01 April 2026, because the licence-application and factory-audit cycle typically runs three to six months. Plan the CM/L sourcing transition well ahead of the enforcement date, not on its eve.
