Thickness less than 3 mm
Stainless steel flat-rolled products, width 600 mm or more, thickness under 3 mm
HSN 7219 90 13 (stainless steel flat-rolled products of width 600 mm or more, thickness less than 3 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024 vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against the applicable standard — IS 6911 for general stainless sheet/plate/strip, IS 5522 for utensil-grade sheet/strip, or IS 15997 for low-nickel austenitic flat products. Confirm the licensed scope covers the specific grade, thickness, and manufacturing facility before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018, Scheme-I of Schedule-II
- 2Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer, confirming conformity to the applicable IS (IS 6911, IS 5522, or IS 15997). The standard mark must appear on the product in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
- 3Register the consignment on the Steel Import Monitoring System portal. The most consequential trap on this tariff line is treating the three-IS structure as interchangeable: IS 6911 governs general-purpose stainless flat product, IS 5522 covers utensil-grade sheet, and IS 15997 applies to low-nickel austenitic grades — a supplier's CM/L against one standard does not authorise shipment of product properly classifiable under another. Sub-standard material that does not conform to the notified IS must be disposed of as scrap under Section 17(1)(b) of the BIS Act, 2016; it cannot be re-exported or resold as-is. Additionally, the Ministry of Steel exemption operative until 31 March 2026 is time-limited and grade-specific — its lapse or its inapplicability to a specific product variant reinstates full QCO enforcement without further notice.
