- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable standard — IS 6911 (general industrial stainless sheet, plate and strip), IS 5522 (utensil-grade stainless sheet), or IS 15997 (low-nickel austenitic stainless flat products). Verify the CM/L number, licensed grade, thickness range, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer. Every product must bear the standard mark under the CM/L licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018; marking on the product is mandatory, not only on packaging.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number remains valid for 75 days. - 4Apply for clarification on the TCQCO portal for any consignment imported without a BIS licence or certification, as mandated by the Ministry of Steel circular dated 20-10-2023. Ensure compliance with the CBIC clarification issued vide F.No.401/88/2023-CUS.III dated 09-11-2023 regarding that circular.Ministry of Steel circular dated 20-10-2023 · F.No.S-20011/14/2021-Tech · CBIC clarification F.No.401/88/2023-CUS.III dated 09-11-2023
- 5Note the active Ministry of Steel exemption: IS 6911, IS 5522, and IS 15997 are relieved from mandatory input adherence until 31 March 2026 per the Ministry of Steel order dated 20-11-2025. Verify whether the consignment date falls within this window and document the exemption basis on the bill of entry. The BIS QCO marking obligation for finished product is unaffected by this input-adherence exemption.Ministry of Steel order dated 20-11-2025 · F.No.S-20011/15/2024-Tech-Part-1 · S.O. 5134(E) dated 20-11-2025
The most common error on this tariff line is treating the Ministry of Steel's input-adherence exemption for IS 6911, IS 5522, and IS 15997 (valid until 31 March 2026) as a blanket suspension of the BIS QCO. The exemption applies only to mandatory input-material adherence requirements; the finished flat-rolled product must still bear the ISI standard mark under a valid CM/L licence, and consignments from unlicensed manufacturers remain liable to detention at port regardless of the exemption window.
