Chromium type
Cold-rolled stainless steel flat products, chromium type, 0.5 mm to 1 mm
HSN 7219 34 10 (chromium-type stainless steel flat-rolled products of 0.5 mm to 1 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, or IS 15997 — as applicable to the product grade — is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E) dated 29-08-2024). Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911 (general stainless plate/sheet/strip), IS 5522 (utensil-grade sheet/strip), or IS 15997 (low-nickel austenitic flat products) as appropriate to the alloy grade being imported. - 2Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS CM/L-licensed manufacturer, covering the specific coil or sheet batch. The product must physically bear the standard mark under the CM/L licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Note the Ministry of Steel exemption order dated 20-11-2025 (F.No. S-20011/15/2024-Tech-Part-1): mandatory BIS input adherence for IS 6911, IS 5522, and IS 15997 stainless steel flat products is suspended until 31 March 2026. Where importing under this exemption, document the exemption basis and comply with any TCQCO portal clarification requirement for unlicensed consignments.Ministry of Steel order dated 20-11-2025 · F.No. S-20011/15/2024-Tech-Part-1 · Ministry of Steel circular dated 20-10-2023 · F.No. S-20011/14/2021-Tech
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. - 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry, ensuring compliance with CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025 regarding Indian Standard mapping for steel imports. Sub-standard or defective product that fails conformity must be disposed of as scrap in accordance with Section 17(1)(b) of the BIS Act, 2016.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025 · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023 · Section 17(1)(b) of the BIS Act, 2016
The dominant trap on this tariff line is failing to select the correct IS standard for the alloy grade being imported: IS 6911 covers broad industrial and consumer grades, IS 5522 applies to utensil-grade flat product, and IS 15997 governs low-nickel austenitic grades — and the CM/L licence must specifically cover the grade being shipped. The Ministry of Steel exemption running to 31 March 2026 suspends mandatory input adherence for all three standards, but consignments imported without a CM/L during this window must still be declared and cleared through the TCQCO portal; an undeclared unlicensed consignment without that portal clearance attracts detention regardless of the exemption.
