- 2Ensure every product in the consignment bears the ISI standard mark under the supplier's CM/L licence. Each consignment must be accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer, as required under Schedule 1 of the QCO.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 3Note the temporary exemption: the Ministry of Steel order dated 20-11-2025 (F.No. S-20011/15/2024-Tech-Part-1) grants exemption from mandatory BIS input adherence for IS 6911, IS 5522, and IS 15997 until 31 March 2026. Verify current exemption status before each shipment; the underlying QCO obligation revives automatically after that date.MoS Order dated 20-11-2025 · F.No. S-20011/15/2024-Tech-Part-1 · S.O. 5134(E) dated 20-11-2025

The single most consequential oversight on this tariff line is failing to track the time-limited exemption under the Ministry of Steel order dated 20-11-2025: IS 6911, IS 5522, and IS 15997 are relieved from mandatory BIS input adherence only until 31 March 2026, after which the full ISI Mark Scheme CM/L requirement under S.O. 3716(E) is automatically reinstated. Importers who structure supply chains around the exemption without diarising the expiry date face detention and re-export exposure on post-March 2026 consignments that arrive without ISI-marked product from a CM/L-licensed facility.
