Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911, IS 5522, or IS 15997 (as applicable to the specific grade and end-use). Verify the supplier's CM/L number, licensed product scope, and facility on the BIS online register before placing the purchase order.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure every product in the consignment bears the ISI standard mark under the supplier's CM/L licence. Each consignment must be accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer, as required under Schedule 1 of the QCO.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
  3. 3
Note the temporary exemption: the Ministry of Steel order dated 20-11-2025 (F.No. S-20011/15/2024-Tech-Part-1) grants exemption from mandatory BIS input adherence for IS 6911, IS 5522, and IS 15997 until 31 March 2026. Verify current exemption status before each shipment; the underlying QCO obligation revives automatically after that date.
    MoS Order dated 20-11-2025 · F.No. S-20011/15/2024-Tech-Part-1 · S.O. 5134(E) dated 20-11-2025
  4. 4
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days from issue; the SIMS number must remain within validity on the arrival date.
    DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition 5 of Chapter 72
  5. 5
For any consignment imported without a BIS licence or certification, apply on the TCQCO portal for each consignment as mandated by the Ministry of Steel circular dated 20-10-2023. Ensure compliance with CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023 and CBIC Instructions 16/2025-CUS and 23/2025-CUS on SIMS-mapped steel standards.
    MoS Circular dated 20-10-2023 · F.No. S-20011/14/2021-Tech · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
A word of counsel

The single most consequential oversight on this tariff line is failing to track the time-limited exemption under the Ministry of Steel order dated 20-11-2025: IS 6911, IS 5522, and IS 15997 are relieved from mandatory BIS input adherence only until 31 March 2026, after which the full ISI Mark Scheme CM/L requirement under S.O. 3716(E) is automatically reinstated. Importers who structure supply chains around the exemption without diarising the expiry date face detention and re-export exposure on post-March 2026 consignments that arrive without ISI-marked product from a CM/L-licensed facility.

Frequently asked
Does HSN 7219 32 20 require BIS certification?
Yes. Conformity to IS 6911, IS 5522, or IS 15997 (grade-dependent) is mandatory under the ISI Mark Scheme from 29 August 2024 per the Steel and Steel Products Quality Control Order, 2024; import is permitted only from manufacturers holding a current BIS CM/L licence covering the relevant grade and facility.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade under DGFT Notification 33/2015-20 and is independent of the BIS QCO obligation. Fee ₹500, validity 75 days, application no earlier than 60 days before the expected date of arrival.
Does the Ministry of Steel exemption until 31 March 2026 waive the BIS QCO entirely?
No. The MoS order dated 20-11-2025 suspends the mandatory BIS input-adherence requirement for IS 6911, IS 5522, and IS 15997 only until 31 March 2026; the underlying Steel and Steel Products QCO obligation under S.O. 3716(E) continues, and full CM/L compliance is required from 1 April 2026.
Does a single CM/L licence cover all three applicable Indian Standards and all austenitic grades?
No. A CM/L licence is scope-specific by Indian Standard, grade, and manufacturing facility; product supplied against a standard or from a facility outside the licensed scope is not covered and is subject to detention at port.
