Chromium-type stainless steel flat-rolled products, 3 mm to 4.75 mm thick
HSN 7219 32 10 (chromium-type stainless steel flat-rolled products of 600 mm or more width and 3 mm to less than 4.75 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of the Steel and Steel Products QCO 2024 notified vide S.O. 3716(E); the Ministry of Steel has granted a temporary exemption from mandatory input adherence for these three standards until 31 March 2026. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 1Verify that the foreign manufacturer holds a current BIS CM/L licence against IS 6911, IS 5522, or IS 15997 (as applicable to the grade and end-use) on the BIS online register. - 2Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer, and that every product bears the ISI mark and CM/L licence number as required under Scheme-I of Schedule-II to the BIS (CA) Regulations, 2018. - 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected date of arrival. Registration fee is ₹500 and the automatic registration number is valid for 75 days. - 5If the consignment is imported without BIS licence or certification, apply on the TCQCO portal for a clarification from the Ministry of Steel for each such consignment, and ensure compliance with Central Board of Indirect Taxes and Customs Instructions 16/2025-CUS and 23/2025-CUS on mandatory SIMS registration for QCO-mapped input material. The most common error on this tariff line is misreading the Ministry of Steel's temporary exemption from mandatory input adherence (until 31 March 2026) as a suspension of the underlying BIS QCO. The exemption under F. No. S-20011/15/2024-Tech-Part-1 applies to input adherence requirements under S.O. 5134(E); it does not extinguish the CM/L marking obligation or the SIMS registration requirement. Consignments from manufacturers without a current, scope-matched CM/L licence continue to face detention under Section 17 of the BIS Act, 2016 regardless of the exemption order.
