Hot-rolled stainless steel flat products, 4.75 mm or more thick
HSN 7219 31 90 (flat-rolled stainless steel of width 600 mm or more, thickness 4.75 mm or more) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products QCO 2024. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme with effect from 31 March 2026, per S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911, IS 5522, or IS 15997 (as applicable to the grade and end-use of the flat product). Verify the supplier's CM/L number, licensed grade range, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018, Scheme-I of Schedule-II
- 2Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. Every flat-rolled product must also bear the standard mark under the supplier's CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024
- 3If the consignment cannot be sourced from a CM/L-licensed manufacturer, apply for a clarification on the TCQCO portal before import, as mandated for all steel consignments imported without BIS licence or certification. Ensure strict compliance with CBIC Instruction 16/2025-CUS as modified by CBIC Instruction 23/2025-CUS regarding mapping of input material Indian Standards under the QCO; either credential absent, expired, or scope-mismatched triggers consignment detention.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025 · Policy condition 5 of Chapter 72
The most consequential trap on this tariff line is the Ministry of Steel order dated 20-11-2025 granting a temporary exemption from mandatory IS 6911, IS 5522, and IS 15997 input adherence only until 31 March 2026 — after which full QCO enforcement resumes. Importers who have structured supply chains around this transitional relief without planning CM/L-licensed sourcing for shipments arriving after 31 March 2026 face sudden detention and ground rent on consignments already in transit, since the BIS register verification at customs is real-time with no grace period at port.
