HSN 7219 31 22 (stainless steel flat-rolled products exceeding 14 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024. Conformity to IS 6911, IS 5522, or IS 15997 — as applicable to the grade and end-use — is mandatory under the ISI Mark Scheme by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most consequential oversight on this tariff line is failing to select the correct Indian Standard for the consignment's grade and end-use before the purchase order is placed. IS 6911, IS 5522, and IS 15997 are not interchangeable: a CM/L licence held against IS 5522 (utensil-grade) does not cover industrial stainless plate classifiable under IS 6911, and a scope mismatch between the CM/L and the imported product's specification triggers detention regardless of the temporary exemption operative until 31 March 2026. Confirm the applicable IS against the supplier's mill test certificate at the order stage, not at the port.
