Hot-rolled stainless steel flat products, thickness exceeding 14 mm
HSN 7219 31 12 (flat-rolled stainless steel, width 600 mm or more, thickness exceeding 14 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, or IS 15997 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, pursuant to the Steel and Steel Products Quality Control Order, 2024 vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 5For any consignment imported without a BIS CM/L licence or certification, apply on the TCQCO portal for a clarification ruling from the Ministry of Steel before arrival, and ensure compliance with the CBIC clarification vide F.No. 401/88/2023-CUS.III dated 09-11-2023. The most consequential oversight on this tariff line is failing to account for the concurrent exemption landscape: the Ministry of Steel order dated 20-11-2025 grants relief from mandatory input adherence for IS 6911, IS 5522, and IS 15997 only until 31 March 2026, and this exemption applies to input material compliance — not to the ISI mark obligation on the finished imported product itself. Importers who treat the exemption as a blanket waiver of CM/L licensing continue to face consignment detention at port; the standard-mark and test-certificate requirements under S.O. 3716(E) remain operative for the imported article.
