Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911 (general-purpose stainless flat products), IS 5522 (utensil-grade sheet/strip), or IS 15997 (low-nickel austenitic grades), as applicable to the consignment's grade and end-use. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Confirm with the supplier in writing that each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. The test certificate must be consignment-specific and traceable to the licensed facility.

  3. 3
Check whether the specific IS serial number covering your product falls within the deferred enforcement list under S.O. 5134(E) dated 20-11-2025, which suspends enforcement for specified serial numbers in Schedule 1 for three years from gazette publication. Additionally, note the Ministry of Steel order dated 20-11-2025 granting exemption from mandatory input adherence for IS 6911, IS 5522, and IS 15997 until 31-03-2026.

  4. 4
Register the consignment on the Steel Import Monitoring System portal, applying no earlier than 60 days before the expected date of arrival. Fee ₹500; registration valid for 75 days. Confirm compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS on mandatory SIMS portal registration for BIS-QCO-notified steel.

  5. 5
For any consignment imported without a BIS CM/L licence or certification, apply on the TCQCO portal for a clarification ruling from the Ministry of Steel before arrival, and ensure compliance with the CBIC clarification vide F.No. 401/88/2023-CUS.III dated 09-11-2023. Sub-standard or defective product must be disposed of as scrap in accordance with Section 17(1)(b) of the BIS Act, 2016.

A word of counsel

The most consequential oversight on this tariff line is failing to account for the concurrent exemption landscape: the Ministry of Steel order dated 20-11-2025 grants relief from mandatory input adherence for IS 6911, IS 5522, and IS 15997 only until 31 March 2026, and this exemption applies to input material compliance — not to the ISI mark obligation on the finished imported product itself. Importers who treat the exemption as a blanket waiver of CM/L licensing continue to face consignment detention at port; the standard-mark and test-certificate requirements under S.O. 3716(E) remain operative for the imported article.

Frequently asked
Does HSN 7219 31 12 require BIS certification?
Yes. Conformity to IS 6911, IS 5522, or IS 15997 is mandatory under the ISI Mark Scheme with effect from 29 August 2024 under the Steel and Steel Products Quality Control Order, 2024; import is permitted only from manufacturers holding a current BIS CM/L licence covering the relevant grade and facility.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. Fee ₹500, validity 75 days, apply no earlier than 60 days before the expected arrival date.
Does the Ministry of Steel exemption dated 20-11-2025 waive the BIS ISI mark requirement on imported stainless flat products?
No. The Ministry of Steel order dated 20-11-2025 grants exemption from mandatory input adherence for IS 6911, IS 5522, and IS 15997 until 31 March 2026; it does not waive the ISI mark or CM/L licence requirement for the imported product under S.O. 3716(E).
Does a single CM/L licence cover all stainless steel grades and thickness ranges from the same manufacturer?
No. The CM/L licence is scope-specific by Indian Standard, grade, and manufacturing facility; product outside the licensed scope or from an unlicensed plant is not covered and triggers detention at port.
