Stainless steel flat-rolled plate and sheet, 4.75 mm to 14 mm thick
HSN 7219 31 11 (stainless steel flat-rolled products, 4.75 mm or more but not exceeding 14 mm thick, width 600 mm or more) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of the Steel and Steel Products Quality Control Order, 2024 [S.O. 3716(E)]. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most consequential error on this tariff line is overlooking the Ministry of Steel's time-bound exemption under F.No. S-20011/15/2024-Tech-Part-1: IS 6911, IS 5522, and IS 15997 have been granted relief from mandatory input adherence until 31 March 2026, but the Steel and Steel Products QCO 2024 itself is not suspended — importers who treat the exemption as a wholesale BIS waiver face detention when the exemption window closes mid-shipment cycle. Document the exemption basis on each bill of entry and build the CM/L compliance programme for the post-March 2026 period now.
