Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911, IS 5522, or IS 15997 (as applicable to the grade and end-use). Verify the CM/L number, licensed product scope, grade range, and licensed facility address on the BIS online register before placing the purchase order.

  2. 2
Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer, as required under Schedule 1 of the Steel and Steel Products QCO 2024. The standard mark must also appear on the product.

  3. 3
If importing material without a BIS CM/L licence or certification, apply for and obtain clarification on the TCQCO portal for each consignment before import. Additionally ensure compliance with the Ministry of Steel circular F.No. S-20011/88/2023-CUS.III dated 09-11-2023.

  4. 4
Register the consignment on the SIMS portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days. Ensure strict compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS regarding SIMS registration for QCO-notified steel products.

  5. 5
Note the temporary exemption granted by the Ministry of Steel order dated 20-11-2025 from mandatory input adherence for IS 6911, IS 5522, and IS 15997 until 31-03-2026. Document this exemption basis on the bill of entry; the underlying BIS QCO notification S.O. 3716(E) remains in force.

A word of counsel

The most consequential error on this tariff line is overlooking the Ministry of Steel's time-bound exemption under F.No. S-20011/15/2024-Tech-Part-1: IS 6911, IS 5522, and IS 15997 have been granted relief from mandatory input adherence until 31 March 2026, but the Steel and Steel Products QCO 2024 itself is not suspended — importers who treat the exemption as a wholesale BIS waiver face detention when the exemption window closes mid-shipment cycle. Document the exemption basis on each bill of entry and build the CM/L compliance programme for the post-March 2026 period now.

Frequently asked
Does HSN 7219 31 11 require BIS certification?
Yes. Conformity to IS 6911, IS 5522, or IS 15997 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of the Steel and Steel Products Quality Control Order, 2024 [S.O. 3716(E)]. A temporary exemption from mandatory input adherence for these three standards applies until 31 March 2026 per Ministry of Steel order dated 20-11-2025.
Is SIMS registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. Fee ₹500, validity 75 days, apply no earlier than 60 days before arrival; CBIC Instructions 16/2025-CUS and 23/2025-CUS impose additional verification obligations for QCO-notified steel.
Which Indian Standard applies: IS 6911, IS 5522, or IS 15997?
All three are notified under Schedule 1 of the Steel and Steel Products QCO 2024. IS 6911 covers hot-rolled and cold-rolled stainless plate, sheet and strip across austenitic, ferritic and martensitic grades; IS 5522 applies to utensil and kitchenware-grade sheet and strip; IS 15997 governs low-nickel austenitic flat products. The applicable standard depends on the grade and declared end-use of the material.
Does a single CM/L licence cover all stainless steel grades and product dimensions?
No. A CM/L licence is scope-specific by grade, thickness range, manufacturing facility, and applicable IS number; material outside the licensed scope or from an unlicensed plant is not covered and customs detains the consignment on a scope mismatch.
