- 5Note the temporary exemption: the Ministry of Steel order dated 20-11-2025 grants exemption from mandatory IS 6911, IS 5522, and IS 15997 input adherence until 31 March 2026. Document this exemption basis explicitly on the bill of entry and consignment records. Ensure compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS on SIMS portal registration for steel inputs mapped under the QCO.Ministry of Steel Order dated 20-11-2025 · S.O. 5134(E) dated 20-11-2025 · CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025
The single most common error on this tariff line is failing to track the time-limited exemption status of IS 6911, IS 5522, and IS 15997. The Ministry of Steel order dated 20-11-2025 suspends mandatory IS adherence for these three standards until 31 March 2026 — but this suspension does not extinguish the underlying QCO obligation or the SIMS and TCQCO portal requirements. Importers who treat the exemption as a blanket clearance, rather than a precisely bounded window requiring documented basis on the bill of entry, face detention when the exemption period expires mid-shipment or when customs finds the exemption basis undocumented.
