HSN 7219 24 22 (cold-rolled stainless steel flat-rolled products of 0.35 mm to below 0.56 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products QCO 2024, vide S.O. 3716(E). Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme, with enforcement deferred to 31 March 2026 for these three standards per S.O. 5134(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.

- 3Note the active deferral: enforcement of IS 6911, IS 5522, and IS 15997 for stainless steel flat products is deferred by three years from the date of gazette publication per S.O. 5134(E). Confirm the current operative enforcement date before shipment; the regulatory record records 31 March 2026 as the enforcement date.S.O. 5134(E) dated 20-11-2025 · Ministry of Steel order dated 20-11-2025 vide F.No. S-20011/15/2024-Tech-Part-1

- 5For consignments imported without BIS licence or certification, apply for clarification on the TCQCO portal as mandated by the Ministry of Steel circular dated 20-10-2023. Ensure compliance with CBIC instructions 16/2025-CUS and 23/2025-CUS regarding mandatory Indian Standard mapping for steel imports on the SIMS portal.Ministry of Steel circular dated 20-10-2023 vide F.No. S-20011/14/2021-Tech · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
The single most common error on this tariff line is treating the enforcement deferral under S.O. 5134(E) as a permanent exemption. The Ministry of Steel order dated 20-11-2025 grants a three-year deferral for IS 6911, IS 5522, and IS 15997 — not an indefinite waiver — and any amendment or revision BIS makes to these standards applies automatically from its gazette publication date. Importers who fail to track the operative enforcement date will face consignment detention once the deferral period expires, with no transitional grace once the QCO becomes fully operative.
