Compliance steps
  1. 1
Verify whether the Ministry of Steel order dated 20-11-2025 (F.No. S-20011/15/2024-Tech-Part-1) exemption for IS 6911, IS 5522, and IS 15997 covers the consignment date. If importing before 31-03-2026, apply for and obtain clarification on the TCQCO portal before shipment, as mandated by the Ministry of Steel circular dated 20-10-2023.

  2. 2
Where the BIS QCO obligation is operative, source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911, IS 5522, or IS 15997 as applicable. Verify the CM/L number, licensed product scope, grade range, and manufacturing facility address on the BIS online register before placing the purchase order.

  3. 3
Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. Each product must also bear the standard mark under the CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.

Register the consignment on the Steel Import Monitoring System portal, applying no earlier than 60 days before the expected date of arrival. Fee ₹500; registration valid for 75 days. Comply with CBIC Instructions 16/2025-CUS dated 18-06-2025 and 23/2025-CUS dated 15-07-2025 regarding SIMS registration for QCO-mapped steel products.

If importing under the temporary IS 6911/IS 5522/IS 15997 exemption, attach the TCQCO portal clarification and the Ministry of Steel exemption reference. A word of counsel

The most consequential pitfall on this tariff line is treating the Ministry of Steel's temporary IS 6911/IS 5522/IS 15997 exemption (operative until 31-03-2026) as an indefinite reprieve and omitting the mandatory TCQCO portal clarification step. Importers who skip the TCQCO portal filing — required by the MoS circular dated 20-10-2023 for every consignment imported without BIS licence/certification — face detention regardless of the exemption's validity, because customs requires documented TCQCO clearance as a condition of release.

Frequently asked
Does HSN 7219 24 12 require BIS certification?
Yes. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme per the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)); however, a Ministry of Steel order grants temporary exemption from mandatory adherence to all three standards until 31 March 2026.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade independently of the BIS QCO obligation; fee ₹500, validity 75 days, and application must be submitted no earlier than 60 days before expected arrival per DGFT Notification 28/2023.
What is the TCQCO portal requirement and when does it apply?
The Ministry of Steel circular dated 20-10-2023 requires all importers to apply and obtain a TCQCO portal clarification for each consignment imported without BIS licence or certification. The CBIC clarification dated 09-11-2023 (F.No. 401/88/2023-Cus.III) confirms this requirement applies at customs.
Does a single CM/L licence cover all three Indian Standards and all stainless grades?
No. A CM/L licence is standard-specific and scope-specific by grade, surface condition, and manufacturing facility; product outside the licensed standard, grade, or plant is not covered and will be detained at port on a scope mismatch.
