Compliance steps
  1. 1
Verify the foreign manufacturer holds a current Bureau of Indian Standards CM/L licence against the applicable standard: IS 6911 for general-engineering flat products, IS 5522 for utensil-grade sheet and strip, or IS 15997 for low-nickel austenitic grades. Confirm the licensed facility, grade, and dimensional scope on the BIS online register before placing the purchase order.

  2. 2
Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer. Each product unit must also bear the standard mark under the supplier's CM/L licence; marking on packaging alone is insufficient.
Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
  3. 3
Register the consignment on the Steel Import Monitoring System portal. Apply no earlier than 60 days before the expected date of arrival; fee ₹500; registration valid for 75 days. Comply with CBIC Instructions 16/2025-CUS and 23/2025-CUS regarding mandatory SIMS registration for QCO-mapped steel input materials.

  4. 4
For any consignment imported without BIS certification, apply for and obtain a clarification on the TCQCO portal before filing the bill of entry, in compliance with the Ministry of Steel circular dated 20-10-2023. Quote the BIS CM/L number and the SIMS registration number on the bill of entry.

  5. 5
Note the active temporary exemption: the Ministry of Steel order dated 20-11-2025 grants exemption from mandatory input adherence for IS 6911, IS 5522, and IS 15997 until 31 March 2026. Document this exemption basis on the bill of entry and monitor expiry — the full QCO obligation reverts automatically on 01 April 2026.

A word of counsel

The single most consequential oversight on this tariff line is failing to track the expiry of the temporary exemption from mandatory IS 6911, IS 5522, and IS 15997 input adherence granted until 31 March 2026. Importers who assume the exemption is open-ended and do not have CM/L-licensed supplier arrangements in place before 01 April 2026 will face consignment detention at port on the first shipment after expiry. Supplier qualification, CM/L verification, and contract amendments must be completed well before the exemption lapses — not after detention notices are issued.

Frequently asked
Does HSN 7219 22 99 require BIS certification?
Yes. Flat-rolled stainless steel at this thickness range is subject to the ISI Mark Scheme under the Steel and Steel Products Quality Control Order 2024 (S.O. 3716(E)), requiring a CM/L licence against IS 6911, IS 5522, or IS 15997 from 29 August 2024. A temporary exemption from mandatory input adherence for these three standards applies until 31 March 2026.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO. Fee ₹500, valid 75 days, apply no earlier than 60 days before the expected arrival date. CBIC Instructions 16/2025-CUS and 23/2025-CUS require SIMS registration to reference the applicable QCO-mapped Indian Standard.
Which Indian Standard applies to this HSN, and does one CM/L licence cover all three?
Three standards apply: IS 6911 (general-engineering plate, sheet and strip), IS 5522 (utensil-grade sheet and strip), and IS 15997 (low-nickel austenitic grades). Each CM/L licence is standard-specific, grade-specific, and facility-specific; a licence against one standard does not cover product falling within the scope of another.
What happens to sub-standard or non-conforming stainless steel admitted under this HSN?
The Steel and Steel Products Quality Control Order 2024 requires sub-standard or defective material to be disposed of as scrap in a manner that avoids any violation of Section 17(1)(b) of the BIS Act, 2016. Re-export or destruction under customs supervision may also be directed.
