Nickel chromium austenitic stainless steel flat-rolled products, 4.75–10 mm thick
HSN 7219 22 92 (nickel chromium austenitic stainless steel flat-rolled products of 4.75 mm to 10 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of the Steel and Steel Products Quality Control Order, 2024, S.O. 3716(E). Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911, IS 5522, or IS 15997 as applicable to the specific grade. Verify the CM/L number, licensed product scope, grade, thickness range, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 2Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer, per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product, not on packaging alone.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
- 3Verify whether the specific IS serial number in Schedule 1 of the QCO falls within the list suspended by S.O. 5134(E) dated 20-11-2025 for three years. If IS 6911, IS 5522, or IS 15997 is affected, separately confirm the Ministry of Steel exemption order dated 20-11-2025 (F.No. S-20011/15/2024-Tech-Part-1) extending relief until 31-03-2026.S.O. 5134(E) dated 20-11-2025 · Ministry of Steel order F.No. S-20011/15/2024-Tech-Part-1 dated 20-11-2025
- 4Register the consignment on the SIMS portal no earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number is valid for 75 days. SIMS is not required for re-imports of steel for packaging purposes or SEZ-to-DTA movements as specified.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the consignment is imported without BIS licence or certification, apply for clarification on the TCQCO portal as mandated, and ensure compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS on input-material standard mapping.Ministry of Steel circular F.No. S-20011/14/2021-Tech dated 20-10-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
The most consequential oversight on this tariff line is failing to track the Ministry of Steel's time-bound exemption for IS 6911, IS 5522, and IS 15997 under F.No. S-20011/15/2024-Tech-Part-1: relief runs only until 31 March 2026, after which full CM/L compliance is reinstated. Importers who treat this exemption as permanent — or who do not re-verify the TCQCO portal status before each shipment — face abrupt detention and demurrage on consignments that were compliant under the exemption window but are no longer so.
