Stainless steel flat-rolled products of thickness exceeding 10 mm
HSN 7219 21 90 (stainless steel flat-rolled products of width 600 mm or more and thickness exceeding 10 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of the Steel and Steel Products Quality Control Order, 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911, IS 5522, or IS 15997 — whichever standard the supplied grade falls under. Verify the supplier's CM/L number, licensed grade, product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Confirm that the Ministry of Steel exemption applies to your specific consignment: IS 6911, IS 5522, and IS 15997 have been granted exemption from mandatory input adherence until 31 March 2026. Obtain and retain the documentary basis for the exemption; if importing under this carve-out, the TCQCO portal clarification obligation still applies.Ministry of Steel Order dated 20-11-2025 · F.No. S-20011/15/2024-Tech-Part-1 · S.O. 5134(E) dated 20-11-2025
- 3For any consignment imported without BIS licence or certification, apply for and obtain a clarification on the TCQCO portal before arrival. Compliance with the CBIC clarification on this portal requirement is also mandatory.Ministry of Steel Circular dated 20-10-2023 · F.No. S-20011/14/2021-Tech · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023
- 4Register the consignment on the Steel Import Monitoring System portal, paying the ₹500 fee, no earlier than 60 days before the expected date of arrival. The automatic registration number remains valid for 75 days and must be current on the date the consignment arrives.Policy Condition 5 of Chapter 72 · DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. Quote the CM/L number and SIMS registration number on the bill of entry; comply with CBIC Instructions 16/2025-CUS and 23/2025-CUS on import of steel products mapped in the QCO.Steel and Steel Products Quality Control Order, 2024 · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
The single most common error on this tariff line is failing to track the Ministry of Steel's time-bound exemption for IS 6911, IS 5522, and IS 15997: the carve-out from mandatory input adherence runs only until 31 March 2026, and importers who do not re-establish the full CM/L compliance chain before that date face consignment detention on the day the exemption lapses. The TCQCO portal clarification obligation — applicable to every consignment imported without a BIS licence, even during the exemption window — is frequently overlooked and independently triggers detention when missed.
