Stainless steel flat-rolled products, thickness exceeding 10 mm to 14 mm
HSN 7219 21 41 (stainless steel flat-rolled products of width 600 mm or more, thickness exceeding 10 mm and not exceeding 14 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, or IS 15997 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence on the BIS online register against the applicable Indian Standard — IS 6911 for general industrial stainless plate and sheet, IS 5522 for utensil-grade flat product, or IS 15997 for low-nickel austenitic grades. The licence must cover the specific grade, thickness, and manufacturing facility before the purchase order is placed.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018, Scheme-I of Schedule-II
- 2Confirm that each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. The test certificate must be traceable to the specific consignment and satisfy the marking requirement under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Pay the registration fee of ₹500; the automatic registration number is valid for 75 days. Re-imports for packaging only and SEZ-to-DTA movements (with or without value addition) are exempt from SIMS registration.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 4Ensure strict compliance with CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025, which governs mandatory SIMS portal registration for steel and steel products intended for import under a BIS QCO. Verify the SIMS registration is in force on the date of arrival and covers the correct Indian Standard.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
- 5If importing without a BIS licence or certification, apply for clarification on the TCQCO portal as mandated by the Ministry of Steel circular dated 20-10-2023 before the consignment arrives. Note that IS 6911, IS 5522, and IS 15997 have been granted an exemption from mandatory input adherence until 31-03-2026 per the Ministry of Steel order dated 20-11-2025; document the exemption basis on the bill of entry.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No.401/88/2023-Cus.III dated 09-11-2023 · Ministry of Steel order F.No.S-20011/15/2024-Tech-Part-1 dated 20-11-2025
The single most consequential oversight on this tariff line is failing to track the Ministry of Steel exemption order dated 20-11-2025, which grants relief from mandatory input adherence for IS 6911, IS 5522, and IS 15997 only until 31 March 2026. Importers who rely on that window without monitoring the gazette for renewal or lapse risk consignment detention the day the exemption expires — while those who are unaware of it may unnecessarily delay shipments seeking CM/L certification that is temporarily relaxed. Confirm the exemption status against the gazette before each shipping date.
