Confirm the licensed scope covers the specific grade, thickness range, and manufacturing facility.

    Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer. The flat-rolled product itself must bear the standard mark under the CM/L licence; marking on packaging alone does not satisfy the QCO requirement.

    Register the consignment on the Steel Import Monitoring System portal, applying no earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days. Re-imports for packaging only and SEZ-to-DTA movements are exempt from SIMS.

    If the consignment lacks a BIS CM/L licence or certification, apply and seek a clarification on the TCQCO portal before import, as mandated by the Ministry of Steel circular dated 20-10-2023. Also comply with the Central Board of Indirect Taxes and Customs clarification on that circular.

The most consequential trap on this tariff line is treating the Ministry of Steel's temporary exemption for IS 6911, IS 5522, and IS 15997 (valid until 31 March 2026) as a blanket licence to import unmarked or unlicensed material without further documentation. The exemption is product-scope-limited and time-bound; consignments arriving after 31 March 2026 without a valid CM/L will face detention, and even within the exemption window importers must document the exemption basis explicitly on the bill of entry and comply with the TCQCO portal requirement for uncertified consignments.
