HSN 7219 13 00 (stainless steel flat-rolled products, width 600 mm or more, thickness 3 mm to less than 4.75 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024, with enforcement deferred to 31 March 2026 for these three standards. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The critical trap on this tariff line is misreading the Ministry of Steel order dated 20-11-2025 as a full exemption from BIS QCO obligations. The deferral granted under that order — extending enforcement of IS 6911, IS 5522, and IS 15997 to 31 March 2026 — is time-bound and grade-specific; it does not suspend the TCQCO portal-clarification requirement for uncertified consignments, nor does it waive SIMS registration. Importers who treat the deferral as a blanket clearance and omit the TCQCO portal step or allow their SIMS registration to lapse face detention at port regardless of the deferral.
