HSN 7219 12 00 (hot-rolled stainless steel flat-rolled products of width 600 mm or more, 4.75 mm to 10 mm thick) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6911, IS 5522, and IS 15997 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911, IS 5522, or IS 15997 as applicable to the grade and end-use. Verify the CM/L number, licensed product scope, steel grade, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Confirm that each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. The test certificate must be consignment-specific and traceable to the licensed manufacturing facility.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 3Verify that every flat-rolled product bears the ISI standard mark under the supplier's CM/L licence. Non-conforming or sub-standard material must be disposed of as scrap in a manner that does not violate Section 17(1)(b) of the BIS Act, 2016.Steel and Steel Products Quality Control Order, 2024 · Section 17 of the BIS Act, 2016 (11 of 2016)
- 4Register the consignment on the SIMS portal no earlier than 60 days before the expected date of arrival. The registration fee is ₹500 and the automatic registration number remains valid for 75 days. Re-imports for packaging and SEZ-to-DTA movements without value addition are exempt from SIMS registration.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5If importing without BIS certification, apply on the TCQCO portal for a clarification for each consignment as mandated by the Ministry of Steel circular dated 20-10-2023. Note that IS 6911, IS 5522, and IS 15997 have been granted exemption from mandatory input adherence until 31-03-2026 per the Ministry of Steel order dated 20-11-2025; document the exemption basis on the bill of entry. Comply with CBIC Instructions 16/2025-CUS and 23/2025-CUS on SIMS portal registration for QCO-mapped input materials.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC F.No.401/88/2023-Cus.III dated 09-11-2023 · Ministry of Steel order F.No.S-20011/15/2024-Tech-Part-1 dated 20-11-2025 · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
The most consequential trap on this tariff line is failing to track the time-limited exemption: IS 6911, IS 5522, and IS 15997 have been granted a temporary reprieve from mandatory input adherence until 31 March 2026 under the Ministry of Steel order dated 20-11-2025, but that relief is not open-ended — importers who treat the exemption as permanent and do not monitor the reinstatement date will face detention on consignments arriving after the expiry with no BIS-certified supplier in their chain. Additionally, the S.O. 5134(E) suspension of certain schedule entries applies only to specifically listed serial numbers; stainless steel flat products under IS 6911, IS 5522, and IS 15997 must be verified independently against that list rather than assumed to be covered.
