Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911 (general stainless flat products), IS 5522 (utensil-grade sheet and strip), or IS 15997 (low-nickel austenitic grades), as applicable to the specific product. Verify the supplier's CM/L number, product scope, grade, and licensed facility on the BIS online register before placing the purchase order.

  2. 2
Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer, confirming conformity to the applicable IS. The standard mark must appear on the product itself in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
  3. 3
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. The registration fee is ₹500 and the automatic registration number remains valid for 75 days. Confirm the SIMS registration remains within validity on the date of arrival.

  4. 4
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If importing without BIS licence or certification, apply for clarification on the TCQCO portal for each such consignment before filing. Ensure compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS regarding mandatory IS-mapping on the SIMS portal for input materials.

  5. 5
Verify whether the Ministry of Steel exemption for IS 6911, IS 5522, and IS 15997 remains operative for your consignment. The Ministry of Steel order dated 20-11-2025 grants exemption from mandatory input adherence for these three standards until 31 March 2026; document the applicable exemption basis on the bill of entry if relying on it.

A word of counsel

The single most consequential error on this tariff line is failing to track the Ministry of Steel exemption window — and then either over-detaining compliant consignments or, inversely, importing non-certified material after 31 March 2026 assuming the exemption persists. The exemption under the Ministry of Steel order dated 20-11-2025 for IS 6911, IS 5522, and IS 15997 is date-limited; once it lapses, unmarked product from a manufacturer without a current CM/L licence against the applicable standard is subject to detention, disposal as scrap under Section 17(1)(b) of the BIS Act, 2016, and potential monetary penalty — regardless of prior reliance on the exemption.

Frequently asked
Does HSN 7219 11 90 require BIS certification?
Yes. Conformity to IS 6911, IS 5522, or IS 15997 (as applicable to the product grade) is mandatory under the ISI Mark Scheme from 29 August 2024, by virtue of the Steel and Steel Products Quality Control Order, 2024 issued vide S.O. 3716(E).
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. The registration fee is ₹500, applications open no earlier than 60 days before arrival, and the registration is valid for 75 days.
Does the Ministry of Steel exemption for IS 6911, IS 5522, and IS 15997 eliminate the BIS QCO requirement?
No. The exemption under the Ministry of Steel order dated 20-11-2025 is limited to mandatory input adherence for those three standards and runs only until 31 March 2026; the broader Steel and Steel Products Quality Control Order, 2024 remains in force and the CM/L obligation resumes fully thereafter.
Does a single CM/L licence cover all stainless steel grades and thicknesses from one manufacturer?
No. The CM/L licence is scope-specific by Indian Standard, grade, surface condition, and licensed manufacturing facility; product outside the licensed scope or from an unlicensed plant is not covered and triggers detention at customs.
