- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6911 (general stainless flat products), IS 5522 (utensil-grade sheet and strip), or IS 15997 (low-nickel austenitic grades), as applicable to the specific product. - 2Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer, confirming conformity to the applicable IS. The standard mark must appear on the product itself in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. - 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If importing without BIS licence or certification, apply for clarification on the TCQCO portal for each such consignment before filing. - 5Verify whether the Ministry of Steel exemption for IS 6911, IS 5522, and IS 15997 remains operative for your consignment. The Ministry of Steel order dated 20-11-2025 grants exemption from mandatory input adherence for these three standards until 31 March 2026; document the applicable exemption basis on the bill of entry if relying on it.Ministry of Steel order dated 20-11-2025 vide F.No.S-20011/15/2024-Tech-Part-1 · S.O. 5134(E) dated 20-11-2025
The single most consequential error on this tariff line is failing to track the Ministry of Steel exemption window — and then either over-detaining compliant consignments or, inversely, importing non-certified material after 31 March 2026 assuming the exemption persists. The exemption under the Ministry of Steel order dated 20-11-2025 for IS 6911, IS 5522, and IS 15997 is date-limited; once it lapses, unmarked product from a manufacturer without a current CM/L licence against the applicable standard is subject to detention, disposal as scrap under Section 17(1)(b) of the BIS Act, 2016, and potential monetary penalty — regardless of prior reliance on the exemption.
