HSN 7217 90 99 (wire of iron or non-alloy steel) is covered by two Bureau of Indian Standards Quality Control Orders. Conformity to IS 814:2004 and IS 6419:1996 is mandatory under the ISI Mark Scheme with effect from 18 January 2024, by virtue of the Welding Rod and Electrode (Quality Control) Order, 2023. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most frequent error on this tariff line is assuming that a single CM/L licence against IS 814:2004 covers all wire variants destined for the welding consumables industry, including filler wire for gas and TIG welding. IS 6419:1996 is a separate standard governing bare welding rods and electrode-quality filler stock; wire supplied as filler material for structural gas or TIG applications requires a CM/L specifically against IS 6419:1996. A consignment of filler wire presented under an IS 814-only CM/L will be detained as scope-mismatched regardless of the licence's validity.
