Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer covering high tensile quality wire under Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure every coil or bundle bears the ISI standard mark under the supplier's CM/L licence. A test certificate bearing the standard mark, issued by the BIS-certified manufacturer, must accompany each consignment.

  3. 3
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival; fee ₹500, validity 75 days from issue. Verify that the SIMS registration number remains valid on the arrival date.
    DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition 5 of Chapter 72
  4. 4
Apply on the TCQCO portal for a clarification certificate for any consignment imported without a BIS CM/L licence or certification, as mandated by the Ministry of Steel circular dated 20-10-2023. Quote the CBIC clarification reference F.No. 401/88/2023-CUS.III dated 09-11-2023 on the bill of entry.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Ensure strict compliance with CBIC Instructions 16/2025-CUS dated 18-06-2025 and 23/2025-CUS dated 15-07-2025 regarding mandatory SIMS registration for QCO-notified steel inputs.

A word of counsel

The most consequential oversight on this tariff line is assuming that a SIMS registration number alone satisfies port clearance. Customs independently verifies the BIS CM/L licence against the live BIS register at the time of bill of entry assessment; a consignment from a manufacturer whose licence has lapsed, whose scope does not cover high tensile wire specifically, or whose licensed facility differs from the shipping facility will be detained regardless of SIMS status — exposing the importer to demurrage, ground rent, and mandatory disposal as scrap under Section 17(1)(b) of the BIS Act, 2016.

Frequently asked
Does HSN 7217 90 91 require BIS certification?
Yes. High tensile quality wire of iron or non-alloy steel must conform to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)) and bear the ISI mark under a CM/L licence from the Bureau of Indian Standards.
Is Steel Import Monitoring System registration required in addition to BIS QCO compliance?
Yes. SIMS registration is a separate customs-clearance overlay administered by the Directorate General of Foreign Trade; fee ₹500, validity 75 days, application not earlier than 60 days before expected arrival. SIMS carve-outs for re-import for packaging and SEZ-to-DTA movements without value addition do not relax the BIS QCO obligation.
Does the S.O. 5134(E) dated 20-11-2025 deferral affect this HSN?
S.O. 5134(E) suspended enforcement of specific serial numbers in Schedule 1 for three years from gazette publication; importers must verify whether the IS number mapped to HSN 7217 90 91 appears in the suspended serial number list before treating the QCO as operative for a given consignment.
Does a single CM/L licence cover all wire tensile grades and manufacturing facilities?
No. A CM/L licence is scope-specific by product specification, tensile grade, and licensed manufacturing facility; wire grades or plants outside the licensed scope are not covered and will be detained at customs.
