High tensile quality wire of iron or non-alloy steel
HSN 7217 90 91 (high tensile quality wire of iron or non-alloy steel) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024 vide S.O. 3716(E). Every consignment must bear the ISI mark under a CM/L licence from the Bureau of Indian Standards in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most consequential oversight on this tariff line is assuming that a SIMS registration number alone satisfies port clearance. Customs independently verifies the BIS CM/L licence against the live BIS register at the time of bill of entry assessment; a consignment from a manufacturer whose licence has lapsed, whose scope does not cover high tensile wire specifically, or whose licensed facility differs from the shipping facility will be detained regardless of SIMS status — exposing the importer to demurrage, ground rent, and mandatory disposal as scrap under Section 17(1)(b) of the BIS Act, 2016.
