Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers flat and rectangular cross-section steel wire. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS CM/L-licensed manufacturer. The ISI mark must appear on the product itself; mark placement on packaging alone does not satisfy the QCO requirement.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
  3. 3
Register the consignment on the Steel Import Monitoring System portal. Fee ₹500; apply not earlier than 60 days before the expected date of arrival; registration is valid for 75 days. Re-imports for packaging only and SEZ-to-DTA movements are exempt from SIMS under documented carve-outs.

  4. 4
Apply for clarification on the TCQCO portal for any consignment imported without a BIS CM/L licence or certification, as mandated by the Ministry of Steel circular dated 20-10-2023. Ensure compliance with the CBIC clarification issued vide F.No. 401/88/2023-CUS.III dated 09-11-2023 on that circular.

  5. 5
Confirm compliance with CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025 regarding the Indian Standard of the input material. Quote the BIS CM/L number and the SIMS registration number on the bill of entry; either absent, expired, or scope-mismatched triggers consignment detention.

A word of counsel

The most consequential oversight on this tariff line is importing against a CM/L licence that covers round-section steel wire but not flat or rectangular cross-section wire — the licensed product scope must expressly cover the cross-sectional geometry of the consignment. Sub-standard or defective steel wire that fails to conform to the notified Indian Standard must be disposed of as scrap in a manner that does not violate clause (b) of sub-section (1) of Section 17 of the BIS Act, 2016; re-export is not automatically available as a remedy, and confiscation with monetary penalty is the enforcement default where disposal obligations are breached.

Frequently asked
Does HSN 7217 90 12 require BIS certification?
Yes. Flat and rectangular cross-section iron or non-alloy steel wire is regulated under the ISI Mark Scheme by the Steel and Steel Products Quality Control Order, 2024, notified vide S.O. 3716(E); import is permitted only from manufacturers holding a current BIS CM/L licence covering this cross-sectional geometry.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is a separate customs-clearance overlay administered by the Directorate General of Foreign Trade; fee ₹500, validity 75 days, applied not earlier than 60 days before arrival. It does not substitute for or waive the BIS CM/L licence requirement.
Do any of the deferred serial numbers under S.O. 5134(E) affect this tariff line?
S.O. 5134(E) dated 20-11-2025 suspends enforcement for specified serial numbers in Schedule 1 for three years from gazette publication. Importers must cross-check the Schedule 1 serial number for the IS mapped to HSN 7217 90 12 against the list in S.O. 5134(E) to determine whether enforcement is currently operative.
Does one CM/L licence cover all cross-section variants and manufacturing facilities of the same supplier?
No. A CM/L licence is scope-specific by product geometry, dimensional range, and manufacturing facility; flat and rectangular cross-section wire from a plant or specification outside the licensed scope is not covered and will be detained at port.
