Sub-standard goods not conforming to the mapped Indian Standard must be disposed of as scrap in a manner that does not contravene Section 17(1)(b) of the BIS Act, 2016.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025 · Section 17 of the BIS Act, 2016
The single most common error on this tariff line is assuming that a CM/L licence issued against one wire gauge range or coating type covers all variants within the 18 SWG-and-below group. The licence is scope-specific by gauge, coating metal, and manufacturing facility; a consignment of copper-coated wire will not be covered by a licence scoped only to zinc-coated wire from the same supplier. Mis-scoped licences trigger consignment detention at port, with demurrage and ground rent accumulating during the re-export or disposal process.
