HSN 7217 20 10 (zinc-plated or zinc-coated iron or non-alloy steel wire of 18 SWG and below) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16014 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of the Steel and Steel Products Quality Control Order, 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Confirm that each consignment is accompanied by a test certificate bearing the ISI standard mark issued by the BIS-certified manufacturer. The critical trap on this tariff line is scope confusion between the two QCOs referencing IS 16014: the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)) applies to galvanised steel wire generally from 29 August 2024, while the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (QC) Order, 2024 (S.O. 2581(E)) applies IS 16014 specifically to wire mesh gabions, revet mattresses, and rock fall netting with staggered enforcement dates for micro and small enterprises. Importers who source wire mesh products under a CM/L scoped only for bare galvanised wire — or who rely on the micro-enterprise deferred date without registered MSME status — face detention on arrival regardless of SIMS compliance.
