Residual angles, shapes and sections of non-alloy steel
HSN 7216 99 90 (residual angles, shapes and sections of iron or non-alloy steel) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products QCO 2024. Conformity to the Indian Standard mapped in Schedule 1 of the controlling Quality Control Order is mandatory under the ISI Mark Scheme with effect from 29 August 2024, per S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Identify the specific Indian Standard mapped to this tariff item in Schedule 1 of the Steel and Steel Products QCO 2024. Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against that IS on the BIS online register before placing the purchase order.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Verify whether the relevant Schedule 1 serial number falls within the deferred-enforcement list under S.O. 5134(E). If so, the BIS QCO obligation for that IS entry is suspended for three years from the gazette publication date; confirm the position before treating the import as QCO-exempt.S.O. 5134(E) dated 20-11-2025 — serial numbers 24, 37, 48, 55, 68–69, 73–77, 79, 81–83, 87–88, 90, 95–99, 101, 104–107, 112–120, 123–125, 150–151
- 3Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer, covering the batch. Consignments without a valid, batch-traceable test certificate are sub-standard and must be disposed of as scrap per Section 17(1)(b) of the BIS Act, 2016.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17(1)(b) of the BIS Act, 2016 (11 of 2016)
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected date of arrival, paying the ₹500 registration fee. The automatic registration number is valid for 75 days; it must remain in validity on the arrival date.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition 5 of Chapter 72
- 5If importing without a BIS CM/L licence (e.g., under a deferred-enforcement window), apply on the TCQCO portal for clarification on each consignment as mandated by the Ministry of Steel circular dated 20-10-2023, and ensure compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS on steel-product input-material standards.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No.401/88/2023-Cus.III dated 09-11-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025
The single most common error on this residual tariff line is assuming that because no specific IS number is immediately visible on the face of the entry, the BIS QCO does not apply. Schedule 1 of the Steel and Steel Products QCO 2024 maps individual IS standards to product descriptions — the applicable IS must be identified against the actual product specification before import. Entering under a CM/L number whose licensed IS scope does not match the product's shape, section type, or steel grade triggers detention at port regardless of whether a SIMS registration is in order.
