Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence scope covers zinc-plated or zinc-coated angles, shapes, and sections of non-alloy steel. Verify the supplier's CM/L number, licensed product scope, and facility address on the BIS online register before placing the purchase order.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Obtain a test certificate bearing the standard mark with each consignment, issued by the BIS-licensed manufacturer. Every consignment must be accompanied by this certificate confirming conformity to the applicable Indian Standard in Schedule 1 of the QCO.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
  3. 3
Ensure every product in the consignment bears the ISI mark under the supplier's CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Sub-standard or defective goods that fail to conform must be disposed of as scrap in compliance with Section 17(1)(b) of the BIS Act, 2016.

  4. 4
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days. SIMS exemptions apply to re-imports for packaging purposes and to SEZ-to-DTA movements without value addition — document the exemption basis where applicable.

  5. 5
If importing without a BIS CM/L licence or certification, apply on the TCQCO portal for a clarification on each consignment as mandated by the Ministry of Steel circular dated 20-10-2023, and ensure compliance with the CBIC clarification vide F.No. 401/88/2023-Cus.III dated 09-11-2023. Additionally, ensure strict compliance with CBIC Instructions 16/2025-CUS dated 18-06-2025 and 23/2025-CUS dated 15-07-2025 on Indian Standard mapping for steel imports.

A word of counsel

The single most common error on this tariff line is assuming that SIMS registration and a clean test certificate together satisfy port clearance. The controlling obligation is the CM/L licence — an ISI-marked product from a manufacturer whose licence has lapsed, whose scope does not expressly cover zinc-coated sections, or whose licensed facility differs from the shipping plant triggers detention regardless of SIMS status. Importers must additionally apply on the TCQCO portal for any consignment arriving without a current, in-scope CM/L, or face a separate Ministry of Steel compliance cycle after port arrival.

Frequently asked
Does HSN 7216 99 10 require BIS certification?
Yes. Zinc-plated or zinc-coated angles, shapes, and sections of non-alloy steel must conform to the Indian Standard specified in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024, under the ISI Mark Scheme, with effect from 28 September 2020.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade and is independent of the BIS CM/L obligation. Fee ₹500, validity 75 days, application permissible no earlier than 60 days before expected arrival; re-import for packaging and qualifying SEZ-to-DTA movements are exempt.
What is the TCQCO portal requirement and when does it apply?
Where a consignment of steel or steel products is imported without a current BIS CM/L licence, the Ministry of Steel circular dated 20-10-2023 requires the importer to apply on the TCQCO portal for clarification on each such consignment. CBIC F.No. 401/88/2023-Cus.III dated 09-11-2023 clarifies the customs interface with this requirement.
Does a single CM/L licence cover all zinc-coated section types and manufacturing facilities?
No. A CM/L licence is specific to the product scope (size, section type, coating specification) and to the licensed manufacturing facility; sections outside the licensed scope or from an unlicensed plant are not covered and will be detained at customs.
