Zinc-plated or zinc-coated angles, shapes and sections of non-alloy steel
HSN 7216 99 10 (angles, shapes and sections of iron or non-alloy steel, plated or coated with zinc) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024. Conformity to the Indian Standard mapped in Schedule 1 of the controlling Quality Control Order is mandatory under the ISI Mark Scheme with effect from 28 September 2020, notified vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Obtain a test certificate bearing the standard mark with each consignment, issued by the BIS-licensed manufacturer. - 3Ensure every product in the consignment bears the ISI mark under the supplier's CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. - 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days. - 5If importing without a BIS CM/L licence or certification, apply on the TCQCO portal for a clarification on each consignment as mandated by the Ministry of Steel circular dated 20-10-2023, and ensure compliance with the CBIC clarification vide F.No. 401/88/2023-Cus.III dated 09-11-2023. The single most common error on this tariff line is assuming that SIMS registration and a clean test certificate together satisfy port clearance. The controlling obligation is the CM/L licence — an ISI-marked product from a manufacturer whose licence has lapsed, whose scope does not expressly cover zinc-coated sections, or whose licensed facility differs from the shipping plant triggers detention regardless of SIMS status. Importers must additionally apply on the TCQCO portal for any consignment arriving without a current, in-scope CM/L, or face a separate Ministry of Steel compliance cycle after port arrival.
