HSN 7216 91 00 (cold-formed or cold-finished angles, shapes and sections from flat rolled products) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 11947 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of the Steel and Steel Products Quality Control Order, 2024 notified vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming that the CM/L licence scope for IS 11947 covers all cold-formed section profiles and sizes produced at any facility of the licensed manufacturer. The CM/L is facility-specific and scope-specific by profile geometry and dimensional range; sections outside the licensed profile or from an unlicensed plant trigger consignment detention regardless of the supplier's overall BIS standing. Importers must obtain the supplier's licence certificate — not merely the licence number — and cross-check the licensed product schedule against the actual section profile, size, and shipping-mill address in the purchase order.
