- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers L and T sections of iron or non-alloy steel per the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number, product scope, and licensed facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every section bears the ISI standard mark under the supplier's CM/L licence. Each consignment must also be accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
- 3Register the consignment on the SIMS portal not earlier than 60 days before the expected arrival date. - 4Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If importing without BIS licence or certification, apply for and obtain clarification through the TCQCO portal as mandated for all steel importers.Ministry of Steel Circular dated 20-10-2023 vide F.No. S-20011/14/2021-Tech · CBIC Clarification F.No. 401/88/2023-CUS.III dated 09-11-2023
- 5Comply with CBIC Instructions 16/2025-CUS and 23/2025-CUS regarding the Indian Standard of the input material of steel and steel products intended for import as notified in the QCO and requiring mandatory SIMS registration. Sub-standard or defective material that does not conform to the specified standard must be disposed of as scrap without violating Section 17(1)(b) of the BIS Act, 2016.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025 · S.O. 3716(E) dated 29-08-2024
The most frequent compliance failure on this tariff line is assuming that SIMS registration alone satisfies port clearance. SIMS is a customs-clearance overlay; the statutory trigger for consignment detention is import of sections from a manufacturer without a current CM/L licence against the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Additionally, importers sometimes overlook the mandatory TCQCO portal filing required for any consignment arriving without BIS certification — a procedural omission that independently draws CBIC scrutiny irrespective of SIMS status.
