The most consequential oversight on this tariff line is importing I sections accompanied only by a mill test certificate — without confirming the manufacturer holds a current BIS CM/L licence — in the belief that the test certificate itself satisfies the QCO. The Steel and Steel Products Quality Control Order, 2024 requires both the standard mark under licence and a test certificate from a BIS-certified manufacturer; a test certificate from an unlicensed mill is not a substitute. Sub-standard product imported without a valid CM/L is liable to be disposed of as scrap under Section 17 of the BIS Act, 2016, with no option for re-export or remediation.
