HSN 7214 99 90 (hot-rolled iron or non-alloy steel bars and rods) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order 2024. Every consignment must conform to the corresponding Indian Standard listed in Schedule 1 of that Order and bear the ISI mark under a CM/L licence with effect from 29 August 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Identify the specific Indian Standard mapped to this tariff item in Schedule 1 of the Steel and Steel Products Quality Control Order 2024. Verify the foreign manufacturer holds a current BIS CM/L licence against that standard, covering the product specification and manufacturing facility, on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024
- 2Confirm the IS serial number applicable to this consignment is not among those suspended under S.O. 5134(E): enforcement of serial numbers listed therein is suspended for 1 or 3 years from 20 November 2025. If the serial number is suspended, the mandatory marking obligation is not operative for the suspension period.S.O. 5134(E) dated 20-11-2025 amending Schedule 1 of the Steel and Steel Products QCO 2024
- 3Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer. The test certificate must be traceable to the licensed manufacturing facility and the specific Indian Standard; absence triggers detention at port.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 4Register the consignment on the Steel Import Monitoring System portal before import, in accordance with CBIC Instructions 16/2025-CUS and 23/2025-CUS on mapping input material to the QCO-notified Indian Standard. Quote the SIMS automatic registration number on the bill of entry.DGFT Notification 33/2015-20 dated 28-09-2020 · CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025; Policy Condition 5 of Chapter 72
- 5Sub-standard or defective steel that does not conform to the notified Indian Standard must be disposed of as scrap in a manner that does not violate clause (b) of sub-section (1) of Section 17 of the BIS Act, 2016. Re-export or destruction under Customs supervision are the permissible alternatives to scrap disposal.Section 17(1)(b) of the BIS Act, 2016 (11 of 2016) · Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024
The most frequently overlooked trap on this residual tariff line is the assumption that because no specific IS number appears against 7214 99 90 in a broker's quick-reference, the BIS QCO does not apply. The obligation attaches by operation of Schedule 1 of S.O. 3716(E); the importer is responsible for identifying the correct serial entry and its corresponding IS before shipment, not at the port gate. Importers who arrive at customs without a CM/L-backed test certificate face mandatory disposal as scrap under Section 17(1)(b) of the BIS Act, 2016 — a cost outcome far exceeding any due-diligence investment.
