HSN 7214 91 90 (rectangular cross-section bars and rods of iron or non-alloy steel, not further worked than hot-rolled or hot-drawn) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common failure on this tariff line is proceeding to shipment without first confirming whether the specific Schedule 1 serial-number entry for the product is currently operative or has been deferred under S.O. 5134(E) dated 20-11-2025. The deferral list is granular — it suspends enforcement only at named serial numbers for defined periods — and a manufacturer whose entry remains active faces full BIS QCO enforcement while an adjacent product entry may be temporarily suspended. Treating the QCO as uniformly active or uniformly deferred across all rectangular-section bar products causes either unnecessary detention or a missed compliance obligation.
