The most common error on this tariff line is assuming that a valid SIMS registration and a generic mill test certificate are sufficient for customs clearance. The Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)) requires the test certificate to bear the BIS standard mark issued by a CM/L-licensed manufacturer — an ordinary third-party laboratory report does not satisfy this requirement. Presenting an unlicensed mill's test certificate alongside a clean SIMS registration triggers consignment detention and a mandatory TCQCO portal filing, adding demurrage and ground rent while BIS verification is pending.
