HSN 7214 20 90 (deformed bars and rods of iron or non-alloy steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 28 September 2020, as notified vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is importing deformed bars under a CM/L licence whose product scope does not expressly cover the specific grade, size, or deformation profile of the consignment. The ISI-mark requirement under the Steel and Steel Products QCO is product-scope-specific at the schedule level; a licence valid for one grade of TMT bar does not extend to a different grade or cross-section. Customs detains and may direct re-export or scrap disposal for any consignment where the CM/L scope is narrower than the goods described on the bill of entry.
