Hot-rolled wire rod in coils, circular cross-section under 14 mm
HSN 7213 91 90 (hot-rolled wire rod in irregularly wound coils, circular cross-section under 14 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 814:2004 and IS 6419:1996 is mandatory under the ISI Mark Scheme — primarily for welding-rod and electrode-quality wire rod — by virtue of the Welding Rods and Electrodes (Quality Control) Order, 2023 (S.O. 3153(E)), with effect from 18 January 2024, supplemented by the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 5If the consignment is a re-import of steel for packaging only, or an SEZ-to-DTA movement without value addition, document the SIMS exemption basis. The single most critical oversight on this tariff line is failing to distinguish which Indian Standard — IS 814:2004 or IS 6419:1996 — governs the specific wire rod grade being imported, and then sourcing from a CM/L-licensed manufacturer whose licence scope does not cover that grade's diameter range or welding process. Customs and the TCQCO portal both require the IS mapping to be exact; a CM/L covering IS 814 does not extend to IS 6419 product, and a diameter outside the licensed range triggers detention regardless of the licence's general validity. Micro and small enterprises had staggered enforcement dates (18 July 2024 and 18 April 2024 respectively), but those transitional windows have elapsed and full enforcement now applies to all enterprise categories.
