Flat-rolled iron or non-alloy steel, otherwise plated or coated (narrow width)
HSN 7212 50 90 (flat-rolled iron or non-alloy steel, otherwise plated or coated, width under 600 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme, notified vide S.O. 3716(E) dated 29-08-2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence expressly covers the coated flat-rolled product variant being imported. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every coil or strip bears the ISI standard mark under the supplier's CM/L licence. Each consignment must be accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer; marking on the product, not on packaging alone, is the statutory requirement.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
- 3Register the consignment on the SIMS portal not earlier than 60 days before the expected date of arrival; pay the ₹500 registration fee. The automatic registration number is valid for 75 days and must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4If the consignment lacks a BIS CM/L licence or certification, apply and seek clarification on the TCQCO portal for each such consignment before import, as mandated by the Ministry of Steel circular dated 20-10-2023. Quote both the BIS CM/L number and the SIMS registration number on the bill of entry.Ministry of Steel Circular F.No. S-20011/14/2021-TECH dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023
- 5If SIMS carve-outs apply (re-import for packaging only, or SEZ-to-DTA movement), document the exemption basis in writing. Note that neither SIMS carve-out relaxes the BIS QCO; the ISI-marked-product requirement under S.O. 3716(E) remains in force regardless.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 33/2015-20 dated 28-09-2020
The most consequential oversight on this tariff line is importing under the assumption that S.O. 5134(E) dated 20-11-2025 — which suspends enforcement of specified Schedule 1 serial numbers for three years — covers this CTI's mapped IS standard. Importers must identify the precise Schedule 1 serial number to which HSN 7212 50 90 maps before relying on any S.O. 5134(E) deferral; importing without a CM/L licence on a non-deferred serial number exposes the consignment to detention and disposal as scrap under Section 17 of the BIS Act, 2016, with no recourse once goods are landed.
