Lead-coated flat-rolled iron or non-alloy steel strip
HSN 7212 50 10 (flat-rolled products of iron or non-alloy steel, width less than 600 mm, plated or coated with lead) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products (Quality Control) Order, 2024. Conformity to the Indian Standard mapped in Schedule 1 of S.O. 3716(E) is mandatory under the ISI Mark Scheme. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is assuming that SIMS registration alone satisfies the import obligation. The statutory trigger for detention and compulsory scrap-disposal under clause (b) of sub-section (1) of Section 17 of the BIS Act, 2016 is the absence of a valid CM/L licence covering the specific lead-coated specification and manufacturing facility — not the absence of a SIMS number. Importers who register on SIMS but source from an unlicensed or scope-mismatched manufacturer face consignment detention regardless of SIMS compliance.
