Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence scope covers flat-rolled lead-coated steel strip of the relevant width and specification. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. The standard mark must appear on the product in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.

  3. 3
For consignments without a BIS licence or certification, apply on the TCQCO portal before import and obtain a clarification as mandated by the Ministry of Steel circular dated 20-10-2023. Sub-standard or defective product that fails to conform must be disposed of as scrap.

  4. 4
Register the consignment on the SIMS portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days. Comply with CBIC Instructions 16/2025-CUS and 23/2025-CUS regarding the Indian Standard of the input material mapped in the QCO.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. Customs verifies both in real time; an absent, expired, or scope-mismatched CM/L or SIMS registration triggers consignment detention and potential disposal as scrap under Section 17 of the BIS Act, 2016.

A word of counsel

The most common error on this tariff line is assuming that SIMS registration alone satisfies the import obligation. The statutory trigger for detention and compulsory scrap-disposal under clause (b) of sub-section (1) of Section 17 of the BIS Act, 2016 is the absence of a valid CM/L licence covering the specific lead-coated specification and manufacturing facility — not the absence of a SIMS number. Importers who register on SIMS but source from an unlicensed or scope-mismatched manufacturer face consignment detention regardless of SIMS compliance.

Frequently asked
Does HSN 7212 50 10 require BIS certification?
Yes. Flat-rolled lead-coated steel strip of width less than 600 mm is subject to the Steel and Steel Products (Quality Control) Order, 2024 under S.O. 3716(E). Import is permitted only from manufacturers holding a current BIS CM/L licence under the ISI Mark Scheme against the Indian Standard specified in Schedule 1 of that order.
Is SIMS registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade under DGFT Notification 33/2015-20 and is independent of the BIS QCO obligation. Fee ₹500, registration valid for 75 days, and application is permitted no earlier than 60 days before arrival.
What happens if a consignment is imported without a BIS licence?
The importer must apply on the TCQCO portal for a clarification before import per the Ministry of Steel circular dated 20-10-2023, as confirmed by CBIC clarification F.No. 401/88/2023-Cus.III. Sub-standard or defective product that fails to conform to the notified Indian Standard must be disposed of as scrap.
Does a single CM/L licence cover all lead-coated steel specifications and plants?
No. A CM/L licence is specific to the Indian Standard scope, product specification, and licensed manufacturing facility. Lead-coated strip variants or production facilities outside the licensed scope are not covered, and customs detains consignments on a scope mismatch.
