Conformity to IS 277 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024 vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most frequent error on this tariff line is treating the SIMS registration as the principal compliance obligation and overlooking the BIS QCO. A consignment carrying a valid SIMS number but sourced from a manufacturer without a current CM/L licence against IS 277 is liable to detention and disposal as scrap under Section 17(1)(b) of the BIS Act, 2016 — the SIMS registration confers no protection.
