Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard mapped in Schedule 1 of the Steel and Steel Products QCO 2024 for this product. Verify the CM/L number, licensed product scope, and licensed facility on the BIS online register before placing the purchase order.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-licensed manufacturer. Each product must bear the ISI standard mark under the CM/L licence; sub-standard material not conforming to the mapped Indian Standard must be disposed of as scrap.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17(1)(b) of the BIS Act, 2016
  3. 3
If the consignment is imported without BIS licence or certification, apply and seek clarification on the TCQCO portal for each consignment before import, in compliance with the Ministry of Steel circular dated 20-10-2023. Consult also the Central Board of Indirect Taxes and Customs clarification on F.No. 401/88/2023-Cus.III dated 09-11-2023.

  4. 4
Register the consignment on the SIMS portal not earlier than 60 days before the expected date of arrival, paying ₹500. The automatic registration number is valid for 75 days; confirm it remains within validity on the date of arrival. Re-imports for packaging only and qualifying SEZ-DTA movements are exempt from SIMS.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry, and ensure strict compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS regarding the Indian Standard of the input material. Customs verifies both the CM/L and SIMS registration in real time; any mismatch, expiry, or scope gap triggers consignment detention.

A word of counsel

The most frequent compliance failure on this tariff line is presenting a CM/L licence whose product-scope does not extend to the corrugated narrow-strip form factor. A licence against a parent standard covering hot-dip galvanised sheet in widths of 600 mm or more does not automatically cover the sub-600 mm corrugated category at HSN 7212 30 10; customs will treat the narrower product as unlicensed, triggering detention and potential re-export or confiscation under Section 17 of the BIS Act, 2016. Verify that the supplier's CM/L specifically covers the corrugated and sub-600 mm strip dimension before shipment.

Frequently asked
Does HSN 7212 30 10 require BIS certification?
Yes. This tariff line falls under the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)); import requires a BIS CM/L-licensed manufacturer under the ISI Mark Scheme with effect from 29 August 2024.
Is SIMS registration required separately from BIS QCO compliance?
Yes. SIMS registration is a separate customs-clearance overlay administered by the Directorate General of Foreign Trade; fee ₹500, validity 75 days, apply no earlier than 60 days before the expected arrival date.
Does the TCQCO portal obligation apply to every import under this HSN?
The Ministry of Steel circular dated 20-10-2023 makes TCQCO portal clarification mandatory for consignments imported without BIS licence or certification; CBIC has confirmed this requirement under F.No. 401/88/2023-Cus.III dated 09-11-2023.
Does a single CM/L licence cover all zinc-coated flat-rolled steel products of the same manufacturer?
No. The CM/L is scope-specific by product form, width range, and manufacturing facility; corrugated sub-600 mm strip must be within the licensed scope, and products outside that scope or from an unlicensed plant are not covered.
