Flat-rolled iron or non-alloy steel strips, narrow width, uncoated
HSN 7211 90 90 (flat-rolled products of iron or non-alloy steel, width less than 600 mm, not clad, plated or coated) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 277 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order 2024, notified vide S.O. 3716(E) dated 29 August 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 277. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer. Every product in the consignment must bear the standard mark under the CM/L licence; sub-standard or defective material must be disposed of as scrap.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. The registration fee is ₹500 and the automatic registration number is valid for 75 days from issue.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · ITC (HS) policy condition 5 of Chapter 72
- 4If the consignment is imported without a BIS CM/L licence or certification, apply for and obtain a clarification on the TCQCO portal before customs clearance. Compliance with the CBIC clarification on this requirement is mandatory for every such steel consignment.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No.401/88/2023-Cus.III dated 09-11-2023
- 5Quote the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. If the consignment is a DTA-to-SEZ re-import without value addition or a re-import for packaging purposes only, document the applicable SIMS exemption basis; the BIS QCO obligation under IS 277 is not waived by either SIMS carve-out.DGFT Notification 20/2015-20 dated 07-07-2022 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
The most frequent compliance error on this tariff line is assuming that S.O. 5134(E) dated 20-11-2025 — which defers enforcement for specified serial numbers in Schedule 1 of the Steel and Steel Products QCO 2024 — automatically applies to IS 277 and relieves the ISI Mark obligation. IS 277 must be verified against the specific serial number entries in Schedule 1 to confirm whether it falls within the deferred set; if it does not, the CM/L requirement remains operative and detention at port follows from any non-conforming consignment.
