Cold-rolled skelp, strips for pipes and tubes of iron or non-alloy steel
HSN 7211 29 60 (cold-rolled skelp) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products (Quality Control) Order, 2024 notified vide S.O. 3716(E). Conformity to the Indian Standard mapped in Schedule 1 of the controlling Quality Control Order is mandatory under the ISI Mark Scheme. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is importing skelp against an IS number that appears in the Schedule 1 deferral list under S.O. 5134(E) — where enforcement has been suspended for three years from the gazette date — while assuming the standard and the CM/L obligation are also suspended. The deferral under S.O. 5134(E) applies only to specific serial numbers in Schedule 1; skelp entries not within those serials remain fully operative. Confirm that the Schedule 1 serial number corresponding to this HSN is not among the deferred entries before finalising the purchase order.
