A word of counsel

The single most common error on this tariff line is assuming that a supplier's BIS CM/L licence for flat-rolled steel strip or skelp also covers hoops classified under HSN 7211 29 30. A CM/L licence is product-scope-specific by IS number, product form, and manufacturing facility; a licence granted for strip of overlapping dimensions will not satisfy customs verification for hoops if the licensed product description does not name hoops expressly. Customs detains the consignment on a scope mismatch regardless of whether the product is physically identical — obtain written confirmation from the supplier that hoops of this carbon-content grade appear by name within the licensed scope before the purchase order is placed.
