Cold-rolled flat-rolled steel hoops of width less than 600 mm
HSN 7211 29 30 (cold-rolled steel hoops) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products (Quality Control) Order, 2024. Conformity to the Indian Standard mapped in Schedule 1 of S.O. 3716(E) is mandatory under the ISI Mark Scheme; every consignment must bear the standard mark under a BIS CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 4Apply on the TCQCO portal for each consignment imported without a BIS licence or certification and obtain clarification before shipment, as mandated by the Ministry of Steel circular dated 20-10-2023. The single most common error on this tariff line is assuming that a supplier's BIS CM/L licence for flat-rolled steel strip or skelp also covers hoops classified under HSN 7211 29 30. A CM/L licence is product-scope-specific by IS number, product form, and manufacturing facility; a licence granted for strip of overlapping dimensions will not satisfy customs verification for hoops if the licensed product description does not name hoops expressly. Customs detains the consignment on a scope mismatch regardless of whether the product is physically identical — obtain written confirmation from the supplier that hoops of this carbon-content grade appear by name within the licensed scope before the purchase order is placed.
